What is the HMGP?
The HMGP is funded though the Federal Emergency Management Agency (FEMA) with matching funds from the State of Alaska. When a Presidentailly Declared Disaster occurs, the State of Alaska can request money for mitigation projects. The maximum amount is 15% of the cost of the disaster. For example, if a Presidentially declared flood occurred and $1,000,000 was spent to repair damaged roads, houses, etc., the maximum HMGP funds would be $150,000. FEMA will fund 75% of this, providing the State or local community contributes the additional 25%.
How does the HMGP work in Alaska?
The Alaska Division of Homeland Security and Emergency Management (DHS&EM), the agency that deals with natural, physical and manmade disasters is responsible for submitting mitigation projects to FEMA, tracking all expenditures, and verifying completion of the projects. All projects must meet the Code of Federal Regulations requirements and be approved by FEMA and the State of Alaska.
